서울대학교 행정대학원 교수 및 한국행정연구소 겸무연구원. 서울대학교 농경제학과를 졸업하고 서울대학교 행정대학원에서 행정학 석사와 행정학 박사 학위를 취득하였다. 대한민국 공군에서 계획 및 보급 장교, LG CNS Entrue Consulting Partners에서 컨설턴트로 실무 경력을 쌓았고 미국 University of Massachusetts Amherst의 National Center for Digital Government에서 Doctoral Fellow, 한국행정연구원 초청연구원, 순천향대학교 행정학과 전임강사를 역임하였다. 2017년 서울행정학회 학술상을 수상하였으며, 미국 Digital Government Society가 주관하는 DG.O 2020 Conference의 Program Co-Chair (2019-2020)로 활동하였다. 주요 연구 관심 분야는 정부의 디지털 혁신과 지능정보시대의 민주주의, 한국 행정의 역사적 변화와 연속성, 행정이론 간의 충돌과 논쟁 등이다. 주요 연구 실적으로는 “Can social media increase government responsiveness? A case of Seoul, Korea”(Government Information Quarterly, 2018: 공저), “The use of smart work in government: empirical analysis of Korean experiences”(Government Information Quarterly, 2016: 공저), 「일본 국가기구의 변화와 연속성」 (서울대학교출판문화원. 2015: 공저) 등이 있다(sjum21@snu.ac.kr).
